Carl Alameda is a public service professional with over 20 years of experience in local government, higher education, and property management. In his position as Assistant City Manager, he has led several essential departments, including human resources, finance, emergency preparedness, and public communications. He also developed a citywide training and performance evaluation system designed to enhance internal operations and foster long-term organizational effectiveness.
His entry into public service began shortly after earning his undergraduate degree in political science with a concentration in public administration from California Polytechnic State University. He later completed dual graduate degrees at the University of Southern California, receiving both a Master of Public Administration and a Master of Planning. As a Dean’s Merit Scholar, he entered the field with strong academic credentials and a clear focus on public sector service.
Throughout his municipal career, he has held leadership positions, including Assistant City Manager and Director of Administrative Services, while also stepping in to lead Public Works and Finance as Interim Director when needed. His efforts have included modernizing personnel evaluation systems, launching staff development initiatives, and contributing to local arts and emergency planning through his work with the Art Commission and Disaster Council.
In addition to his public service career, he has nearly two decades of experience in managing residential and commercial properties. His responsibilities have included overseeing Section 8 and market-rate housing, ensuring regulatory compliance, managing maintenance and capital projects, and working closely with accountants to maintain financial integrity. His approach to property management emphasizes accuracy, accountability, and responsiveness to tenant needs.
Since 2018, he has been teaching graduate-level courses in the Master of Public Administration program at the USC Sol Price School of Public Policy.
